Essential Functions and Responsibilities

The Human Resources Generalist performs human resources-related duties at the professional level and may carry out responsibilities in some or all of the following functional areas: employee relations, training, employment, affirmative action and employment equity program, benefit management, and payroll functions. This position is responsible for processing full cycle payroll and answering general employee questions regarding payroll, benefits, pay stubs, and withholdings. This position requires an extremely perceptive person who is capable of relating to individuals at all levels within the company. The generalist must be sensitive to corporate needs, employee goodwill, and the business needs.

Essential Duties and Responsibilities                                                                                                                                         

1. Audit and process employees’ timecards for bi-weekly payroll.*

Check and enter all New Hire paperwork into the payroll system prior to timecard collection and payroll processing for accuracy and completion.*

 

2. Correspond as needed with the payroll processing company for any payroll-related software or entry issues that arise and see the issues through to completion.*

 

3. Complete all required responses to various State and Federal agencies and third parties regarding child support orders, tax liens, tax reports, employment verifications, and garnishments in a timely manner.*

 

4. Set up new benefit deductions for employees in the appropriate pay period for future deductions.*

 

5. Create accurate billing statements and work with accounting department to make corrections as necessary.

 

6. Distribute, answer questions, and approve benefits for eligible staff on a monthly basis. Track all measured employees per the Affordable Care Act guidelines.*

 

7. Create, maintain, process, and verify various daily, weekly, monthly, quarterly, and annual reports for the department.

 

8. Reconcile employees’ benefits insurance billings.*

 

9. Assist with annual open enrollment employee benefit meetings.

 

10. Provide all areas of support within the department, including but not limited to providing back up to all members of the department and developing processes to ensure efficiency.*

 

11. Administer various human resource plans and procedures for all personnel; assist in the development and implementation of personnel policies and procedures; prepare and maintain the employee handbook.*

 

12. Participate in developing department goals, objectives, and systems alongside HR Manager

 

13. Distributes and Monitors the performance evaluation program and ensure timeliness; recommend changes to revise as necessary. *

 

14. Assist in evaluation of reports, decisions, and results of department in relation to established goals. Recommend new approaches, policies, and procedures to continually improve efficiency of the department and services performed.

 

15. Maintain compliance with federal state and local employment and benefit laws and regulations. *

 

16. Coach, counsel, and guide managers before executing employee disciplinary actions with support from HR Manager. *

 

17. Maintain and process all Unemployment Notices of Entitlement and potential charges in a timely, efficient manner. Attends unemployment hearings as necessary.*

 

18. Assist with recruitment tasks as needed (reviews applications, interviews).

 

19. Act as an employee relations specialist.

 

20. Monitor employee eligibility for benefit plans. Review benefits with employees. Organize and manage annual open enrollment communications and election processes. Maintain and distribute list of new and cancelled employees under each benefit plan. Verify benefit billing accuracy and processes for payment.*

 

21. Maintain and coordinate employee recognition plans.

 

22. Act as the HR representative in on-going employee communications.*

 

23. Perform customer service functions by answering employee requests and questions.*

 

24. Conduct audits of various payroll, benefits, or other HR programs and recommend any corrective action. *

 

25. Responsible for government reporting to various agencies.*

 

26. Assist with employee onboarding and termination process.*

 

27. Assist in organizational training and development efforts.*

 

28. Maintain Human Resource Information System (HRIS) records and compile reports from database as needed.*

 

29. Assist HR Manager with various research projects and/or special projects. *

 

30. Regular attendance/schedule is essential

 

31. Perform other related duties as required and assigned.

Qualifications and Physical Demands

Education and/or Experience

Associate's degree (A.A.) in Accounting or Business or equivalent payroll certification from a two-year college or technical school; or two to three years related experience and/or training; or equivalent combination of education and 1-3 years’ experience. Knowledge of multiple Human Resource disciplines. Knowledge of federal and state employment and benefits laws.

 

Certificates, Licenses, and Registrations
Valid Driver’s License and insurance is required. 

 

Language Skills

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.

 

Mathematical Skills 

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

 

Reasoning Ability

Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Excellent analytical skills anddetail oriented.

While performing the duties of this job, the employee is frequently required to sit. The employee is occasionally required to stand; walk; reach with hands and arms; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus.
